Hockey holds a special place in Russian culture – just like ballet and nuclear energy, it is a source of national pride. That’s why the decline of regional hockey teams in post-Soviet Russia was felt deeply by fans across the country. Nizhny Novgorod, a major Russian city and hometown of hockey legends like Viktor Konovalenko and Lev Khalaichev, was no exception.

The local team, Torpedo Nizhny Novgorod, had fallen into financial and professional stagnation – until 2012, when Oleg Kondrashov stepped in as Club President. Then serving as head of the city administration, Kondrashov decided to personally revive the struggling team. This will not only support our beloved team, Torpedo, but also nurture the next generation of hockey stars. Supporting Olympic sports will remain one of my top priorities – as both head of the city administration and President of the club.”

It was an exceptional move – rare in modern Russia – for a sitting mayor to take direct responsibility for a hockey team. But for Kondrashov, a successful businessman-turned-politician and a native of Nizhny Novgorod, reviving the city’s sporting traditions was a personal mission.

He governed with full transparency and was often referred to as the “mayor with a human face.” Kondrashov led by example, promoting an active lifestyle – he even played in the Night Hockey League, joining fellow citizens of all ages and professions. As the Russian sports anthem goes, “the coward doesn’t play hockey.”

This authenticity mattered. For Torpedo and its fans, it was clear that Kondrashov wasn’t in it for show – his commitment came from the heart. He also understood that a strong local team drives tourism, boosts international ties (with foreign players often joining the squad), and brings a city together.

A Sharp Eye for Hockey Talent

Kondrashov took an active role in shaping the coaching team. Though advised by regional leaders to bring in a high-profile, expensive coach, he trusted his intuition.

He saw potential in Pēteris Skudra, a former NHL goaltender for the Pittsburgh Penguins and Vancouver Canucks, who was then an assistant coach at Sibir Novosibirsk. Though not a big name at the time, Kondrashov believed in Skudra – and he was right.

Skudra brought intensity and heart to the locker room. Under his leadership, Torpedo players lit up with motivation. Skudra often made headlines – sometimes jumping into heated arguments with referees, even coming close to physical altercations. His passion was contagious.

Kondrashov also conducted a financial audit of the club, optimized spending, and raised salaries for players. He updated the team’s image with redesigned uniforms and new merchandise. The result? A packed stadium, buzzing with excitement. Politicians and business leaders followed Kondrashov’s lead and began attending games—returning prestige and visibility to Torpedo hockey.

Measurable Results on Ice

The shared passion of the President and head coach soon produced results. Within a year, Torpedo was back in the KHL playoffs. Even more impressively, they achieved seven consecutive playoff victories in the Gagarin Cup, a first in the club’s modern history.

A Legacy That Endures

Due to political circumstances, Oleg Kondrashov eventually stepped down from his city role and relocated to the United States. But the momentum he gave to Nizhny Novgorod hockey endures.

The new international-class ice arena—originally championed by Kondrashov – is now in its final stages of construction on a scenic site where two rivers meet. Fans haven’t forgotten his contributions.

Recently, a photo of Kondrashov wearing a Torpedo hoodie alongside his son Demid (who now plays hockey in the U.S.) went viral in Russian fan communities. Comments poured in:
